We are modernizing GSA IT by first setting up the CTO office with modern design, development, and project management methods. This is happening through foundational projects (e.g., building websites, creating new strategies, organizing around Agile) and projects supporting various GSA IT divisions (e.g., document management, National Staffing Application, LiSaaS). In some cases, it involves working with outside GSA organziations (OSTP/OCSIT Challenge Toolkit, TTS stand-up, open-source with D2D).

This roadmap sets our priorities for the year and provides information for our stakeholders. This roadmap is a rough estimate of what we're focused on completing in the near, medium, and long-term.

The items in the roadmap are subject to change; we'll do our best to keep the roadmap updated as things change.

Initiative #1: Agile Delivery

As an Agency, the GSA transforms to a shared understanding of Agile delivery whose quality can be measured.

CTO Vision element:

Make small bets, Modernize and innovate

Near-term: Oct-Jan
Establish Agile documentation for CTO site - materials including process guides and contract language
Medium-term: Feb-May
Complete project intake process and get projects in the pipeline
Agile investment process defined and socialized through GSA
Long-term: June-Sept
Establish an Agile practice for skills augmentation by coaching

Initiative #2: Digital Services

GSA Digital Services is the premier implementor of small-to-midsize websites, applications, proofs-of-concept, prototypes, etc., for the GSA.

    Complete Public Building Service comfort mobile app and have users test and provide feedback

    Government wikipedia w/ OSTP
    Continue support of GSA IT through projects, staff augmentation, and documentation
    Develop a customer portal that integrates various aspects of cloud services

    Initiative #3: Shared Services

    We guide or build shared services for GSA.

    Services catalog - spells out services our team offers
    Electronic signature application release
    Deliver Minimal Viable Product (MVP) for enterprise CMDB
    Migrate D2D platform on BSP cloud
    Develop strategy to use an enterprise security model
    Medium-term: Feb-May
    API strategy implementation - documentation, inventory, process
    Mature API program - evangelize benefits, develop more APIs, engage consumers
    Develop process to implement an enterprise CMDB
    Develop a cloud service catalog including infrastructure and managed service costs
    Perform deep-dive analysis on various security tools for enterprise security authentication
    Long-term: June-Sept
    Institutionalize LiSaaS process for GSA
    ACP development - some pieces released in various forms
    Identify gaps with CMDB tool capability and work to address them
    Architect, document, and implement the GSA IT enterprise security solution for on-prem and cloud solutions

    Initiative #4: Technology Strategy

    Lead the technology strategy for the GSA and create a culture of forward-thinking ideas.

    Grace Hopper Hackathon - 12/9
    Open source policy development in response to M-16-21
    Open source implementation w/ automated code review and publishing
    Complete the Business Service Platform (BSP) Mode 1 effort by migrating IaaS service
    Medium-term: Feb-May
    Design challenge (similar to hackathon)
    Develop strategy and solutions to enhance BSP cloud platform
    Long-term: June-Sept
    Establish a design practice - UX/UI
    Continue support of WH Digital Strategy initiatives - Open Data, APIs, Open Gov, Open Source, etc.
    Develop SaaS solutions using open source technologies for BSP cloud platform
